Consultative Meeting with Opposition Leader of the Senate on ENDS Bill and Nicotine Products

On 3rd September, 2026, A consultative meeting was held in Islamabad with Senator Allama Raja Nasir Abbas, Leader of the Opposition in the Senate of Pakistan to discuss the proposed Electronic Nicotine Delivery Systems (ENDS) Bill, tobacco and nicotine products and Pakistan’s commitments under the WHO Framework Convention on Tobacco Control (WHO FCTC).
The delegation of Aurat Foundation (AF) briefed the Opposition Leader on the key provisions and concerns surrounding the ENDS Bill, with particular emphasis on the potential health risks associated with electronic cigarettes, vaping products and other nicotine-delivery products. The delegation also highlighted the growing availability and appeal of nicotine products among young people and the need for comprehensive and evidence-based regulation to protect adolescents and youth from nicotine addiction.

The discussion further focused on Pakistan’s obligations under the WHO FCTC and the importance of ensuring that national legislation and regulatory measures remain aligned with international tobacco-control commitments. The delegation emphasized that tobacco-control policies should adopt a comprehensive approach covering both conventional tobacco products and emerging nicotine products.
